The Imperial Legion is the army of the Empire of Tamriel. In Skyrim, it fights to crush the Stormcloak rebellion and keep the province part of the Empire, under the command of General Tullius from Castle Dour in Solitude.
Why they fight
The Empire is weakened after the Great War with the Aldmeri Dominion. In the Legion’s view, a united Empire is Tamriel’s only real defence against the Thalmor – and a Skyrim torn away by rebellion would only make everyone weaker.
How to join
Go to Castle Dour in Solitude and talk to Legate Rikke or General Tullius. Your first task is to prove yourself by clearing a bandit-held fort (“Joining the Legion”). After that, you are a soldier of the Legion.

- Hadvar, the soldier who may have helped you escape Helgen.
- Legate Rikke, Tullius’ trusted second-in-command.
- Jarl Elisif the Fair, one of the Empire’s most important allies.
The civil war questline
The Legion’s campaign takes you across Skyrim, retaking holds from the Stormcloaks one by one. It ends with an assault on Windhelm and a final confrontation with Ulfric Stormcloak.
Good to know
Joining the Legion makes the Stormcloaks your enemies – you can only finish the civil war for one side.
