Cedran is a Breton who owns the Markarth Stables just outside the walls of Markarth. In rocky, ambush-prone country he’s the man to see if your feet are tired.
Where to find them
At the stables, selling horses from 8am to 8pm; after that he heads inside the stable for the night. The dog breeder Banning works at the same stables.

Personality & relationships
He’s a good source of local background. Ask who rules the city and he’ll name the young Jarl Igmund, loyal to the Empire like his father – or, if the Stormcloaks have won here, Thongvor, which he expects to mean lean times. He can also explain the Markarth Incident, when Ulfric Stormcloak drove the Forsworn out of the city and the Thalmor later demanded his arrest. On the Forsworn themselves he’s thoughtful but firm: he understands their wish to rule their own land, but calls their blood sacrifices and Daedra worship a road to ruin.
He also seems to help out with deliveries now and then – the porter Cosnach mentions Cedran offering to drop off a shipment for the Arnleif and Sons store.
