Garvey is a Breton living in the Warrens, the tunnels under Markarth where the city’s poorest and sickest folk bed down. Nobody elected him, but he is the closest thing the place has to a landlord: he knows everyone who sleeps there and hands out the keys.
Where to find them
He usually stands near the entrance of the Warrens, sizing up anyone who wanders in. If you look too well-off, expect to be told you don’t belong. If you are diseased or broke, he is a lot more welcoming.
Quests
Garvey matters during The Forsworn Conspiracy. When you are looking into Weylin, the man behind the market attack, Garvey has the key to his room. You can talk him into handing it over, scare it out of him, or simply pay a small bribe. He seems less bothered by Weylin’s crime than by the question of who gets the empty room next.
Services
Garvey is an Expert-level Sneak trainer, so he can take you up to skill level 75. Handy if you are planning to spend time creeping around Markarth’s Dwemer corridors.
Personality & relationships
He is blunt and unsentimental about life in the Warrens. Ask him about the place and he’ll explain that someone thought to put beds in the tunnels around the time the mines opened, and that it has housed labourers, the sick and the lame ever since. His advice to newcomers is to be grateful they can choose to live elsewhere.
