Fire Salts are the glowing remains of a Flame Atronach. At 50 gold they’re among the more valuable ingredients, and blacksmiths want them too. In alchemy they combine Restore Magicka, Regenerate Magicka, Resist Fire and Weakness to Frost.

Balimund in Riften asks for ten for his forge in Stoking the Flames. At the Atronach Forge you can make them from a ruby, a salt pile and a soul gem. With Dawnguard they’re also used for exploding fire bolts at Fort Dawnguard.
