Shavari is a Khajiit agent working for the Thalmor, and her assignment is simple: kill you. She drifts around Riften keeping a careful distance, always watching, and only shows her claws when there are no witnesses around.
Where to find them
Once you’re on the trail of Esbern, Shavari starts following you through the streets of Riften. She may try to ambush you in the Ragged Flagon or elsewhere in the city, and she is waiting near the Ratway entrance when you come back out with Esbern.
Quests
A Cornered Rat: As you leave the Ratway with Esbern, Shavari steps out, makes it clear who she works for and attacks with her elven dagger. Search her body afterwards for Shavari’s Note, which reveals that killing you was a high priority, but she was only meant as a backup plan while other Thalmor hunted Esbern in the sewers.
She can also make life harder during A Chance Arrangement, since she may be watching while you try to plant Madesi‘s ring on Brand-Shei.
Personality & relationships
Speak to her in public and she just tells you to get lost. In combat she is all Thalmor bravado, insisting Esbern can’t escape and that the Thalmor never forget.
Good to know
If she catches you trying to pickpocket her, she turns hostile and you can kill her without it counting as a crime. The same goes if Esbern is with you and attacks her. If you leave her alive in the Ratway, she acts peaceful again in town but keeps tailing you, and picks the fight back up the next time you go underground. She is one of the rare Khajiit allowed inside a city.
