Disarm does exactly what it promises: your Thu’um tears the weapon out of an enemy’s grip. It’s also one of the shouts high-level draugr love to use on you.

Word Walls at Eldersblood Peak, Silverdrift Lair and Snow Veil Sanctum, which you visit in the Thieves Guild questline.
Tips
At full power it works on enemies up to level 30 and staggers them too. Disarmed enemies usually scramble for another weapon – so pick theirs up before they do, and a hard fight suddenly gets much easier.
