For any spellcaster, Restore Magicka potions are the emergency fuel tank. One swallow instantly returns a chunk of Magicka, from 25 points with the Minor version up to 150 with the Extreme one, while the Ultimate tier fills your pool completely. That lets a mage keep casting through a tough fight instead of backing off to wait for regeneration, and hybrid builds that mix spells with steel find them just as useful.

Where to find them
Like most stock potions in Skyrim, these bottles turn up as loot in the world and in the inventories of characters, and vendors that deal in potions can have them for sale. The family is leveled, so the weaker versions dominate early on and the stronger Philters and Elixirs become more common as the Dragonborn gains levels.
Brewing your own
Restore Magicka is one of the most widespread effects in Alchemy, so it is easy to brew. Ingredients with this effect: Briar Heart, Creep Cluster, Dwarven Oil, Ectoplasm, Elves Ear, Fire Salts, Frost Salts, Giant Lichen, Grass Pod, Human Flesh, Moon Sugar, Mora Tapinella, Pearl, Red Mountain Flower, Taproot, Vampire Dust and White Cap. Any two of the ingredients above, combined at an alchemy lab, will produce the potion.
Tips
The Ultimate tier refills your entire Magicka pool no matter how large it is, so it is best saved for emergencies such as a long boss fight.
