Stands-In-Shallows is an Argonian living in the Argonian Assemblage, the cramped quarters on the Windhelm Docks where the city’s Argonians are made to live. He seems to be one of the older members of the community, and he grumbles that the younger Argonians no longer remember what freedom back home felt like.
Where to find them
Look for him at the Assemblage and around the docks of Windhelm, where the Argonians put in their long shifts. Expect a grumpy greeting: he isn’t in the mood for small talk.
Quests
Stands-In-Shallows gives you the small task Some Light Theft. He wants a bottle of Double-Distilled Skooma, and the place to get it is the New Gnisis Cornerclub. He isn’t asking you to buy it, either: the job is to steal it and bring it back to him.
Personality & relationships
Life on the docks has worn him down, and skooma seems to be his way of coping. His habit is apparently no secret. Suvaris Atheron, who runs the Shatter-Shield shipping office, knows about his supply and uses it as leverage to keep the Argonian workers moving. If you’re an Argonian yourself, he drops the grumbling long enough to give you some honest advice: don’t settle in this city.
