Varnius Junius is an Imperial farmer from Dragon Bridge. He is a law-abiding sort who would very much prefer you take any trouble elsewhere. Please.
Where to find them
On your first visit to the Blue Palace in Solitude, he is there pleading with the court. After that he goes home to Dragon Bridge, where he lives and farms.
Quests
Varnius kicks off “The Man Who Cried Wolf”. He begs Jarl Elisif to investigate strange noises, lights and unnatural magic coming from Wolfskull Cave. Elisif is ready to send a whole legion, Sybille Stentor dismisses it as superstition, and Falk Firebeard steers the Jarl towards a few extra soldiers from Captain Aldis. Falk promises Varnius the cave will be dealt with too, which is where you come in.
Personality & relationships
Nervous and deferential, Varnius thanks the Jarl repeatedly, then still tries to bring the conversation back to the cave. At home he mostly asks you to respect the law and not start anything. He also warns you not to cross Tassius, who he says is in charge of Dragon Bridge, but nobody by that name ever shows up: the character was cut from the game.
