Pactur is a Nord who runs Rockwallow Mine and the little mining settlement of Stonehills east of Morthal, together with his wife Sorli the Builder. He never expected to end up somewhere this remote, but he admits the money is good.
Where to find them
While the miners sleep in tents, Pactur lives in a proper cottage at Stonehills with Sorli and their son Sirgar. If the Stormcloaks take Morthal and Sorli becomes Jarl, he is meant to join her in Highmoon Hall as steward.
Quests
Pactur offers a small errand. The mine actually belongs to Bryling, who lives comfortably in Solitude on its profits, and the latest shipment is late. He asks you to travel to her and promise that the ore is on its way, to buy him some time. In return he hints that a few ingots from the next shipment could quietly go missing in your direction.
Be careful how you answer: turning him down with ‘Maybe some other time’ makes the errand vanish for good. Simply leaving the conversation keeps it available.
Personality & relationships
He is protective of Bryling’s investment and quick to tell you the mine is not for sale, even when you didn’t ask. He also tells visitors to leave the miners alone so they can work. Under Stormcloak rule he is pleased that Sorli finally has real authority, promises to keep her safe, and worries a little about having left young Sirgar in charge of Stonehills.
Good to know
Even when Sorli becomes Jarl, Pactur often fails to actually move to Highmoon Hall and keeps hanging around Stonehills instead, despite talking like the new steward.
