The Stalhrim War Axe comes from the Dragonborn add-on and is made from 
Stalhrim, the magical ice of Solstheim. It deals 15 base damage, weighs 16 and is worth 1,180 gold, putting it on par with the very best one-handed axes.
Oddly, the head clearly has metal parts even though the recipe is only stalhrim and leather, and the overall shape is close to the Iron War Axe. Wear it with Stalhrim Armor.

Leather Strips. Requires the Ebony Smithing Smithing perk.

Tips and notes
- Forging requires Smithing 80, Ebony Smithing and completing “A New Source of Stalhrim”.
- Frost Damage enchantments are 25% stronger on it.
- Same base damage as the Daedric War Axe, but lighter.
- Bug (PC): it does not apply the bleeding damage war axes normally get.
