Lingering Damage Magicka poisons bleed a target’s magicka away over time instead of in one burst. After a poisoned strike, the victim loses 1 to 3 points of magicka per second for 10 to 20 seconds. On their own the totals are small, from 10 points with the weakest grade up to 60 with the strongest, so these work best as a supporting tool against spellcasters rather than a fight-winner.

These leveled poisons appear as loot and among the goods of vendors who carry poisons.
Brewing your own
Make them at an alchemy lab with the Alchemy skill, then apply the finished poison to a weapon from your inventory. Ingredients that carry Lingering Damage Magicka:
Purple Mountain Flower and Torchbug Thorax also restore stamina, so combining the two can produce a mixed result. Check the effect preview in the lab before committing your ingredients.
Tips
Because the drain is slow, follow up with Damage Magicka Regen poisons so the caster cannot refill what you take. For a heavier one-off hit to the magicka pool, look at Damage Magicka poisons instead.
