Laila Law-Giver is the Nord Jarl of The Rift, holding court in Mistveil Keep in Riften. She supports the Stormcloaks – though she privately admits Ulfric may simply want the crown for himself.
A jarl with blind spots
Laila believes she has the Thieves Guild under control, and her advisors are very happy to agree with her. Anyone who has spent five minutes in Riften knows otherwise.

Quests
Laila asks you to help deal with Riften’s skooma trade. Help enough people in the hold and buy Honeyside, and she will name you Thane of the Rift.
Civil War
If the Empire takes The Rift, Laila is replaced by Maven Black-Briar – the head of Riften’s most powerful (and most ruthless) family.
