Ulfric Stormcloak is the Jarl of Windhelm and the leader of the Stormcloak rebellion, fighting for Skyrim’s independence from the Empire. To his followers he is a hero standing up for the Nords and for the worship of Talos. To his enemies he is a power-hungry opportunist. Skyrim lets you decide for yourself.
Background
Ulfric fought in the Great War against the Aldmeri Dominion and was captured by the Thalmor – interrogated by Elenwen herself. He deeply resents the White-Gold Concordat, the peace treaty that banned the worship of Talos. He also studied the Voice with the Greybeards in his youth – which is how he later killed High King Torygg with a Shout, starting the civil war.
Role in the story
You meet Ulfric right at the start: gagged on the prisoner cart to Helgen in Unbound, alongside Ralof. Alduin’s attack lets him escape. Later, he is one of the two leaders you bring to the table at High Hrothgar in Season Unending.
The civil war
If you join the Stormcloaks, Ulfric becomes your commander in the war against the Imperial Legion. If you side with the Empire, the war ends with a battle for his own palace in Windhelm. He is essential until that final battle.
Known as
Some still call him the Bear of Markarth, after the time he led his men to retake the city of Markarth.
