Heimskr is a Nord priest who preaches the word of Talos in the Wind District of Whiterun, right beside the shrine of Talos – loudly, all day, to anyone within earshot. He is a fierce Stormcloak supporter because both the Empire and the Thalmor have banned the worship of his god.
Where to find him
Next to the Talos shrine, preaching, or in his small house next to Jorrvaskr. Sometimes he eats at The Bannered Mare, where his attempts to impress the serving staff go about as well as you’d expect.
Good to know
His sermons change depending on how the civil war goes. If the Stormcloaks take Whiterun, he has a lot more to celebrate.
