Fanari Strong-Voice is the Nord leader of the Skaal Village on Solstheim (Dragonborn). The villagers picked her when their previous leader, Skaf the Giant, passed on, and her nickname comes from her habit of always speaking her mind for the good of her people.
Where to find them
During The Fate of the Skaal you first find her at the Wind Stone, toiling away in a trance alongside the other enthralled Skaal. Once the village is freed she can be found back among her people in the Skaal Village.
Quests
After The Fate of the Skaal is done, Fanari mentions that bandits keep raiding the village’s food stores at night. Agree to help and you are sent to deal with the thieves; she rewards your kindness with warm words and the Skaal’s gratitude. Decline, and she makes it clear she expected little compassion from an outsider.
She is also present at the end of The Black Book storyline, when Storn Crag-Strider gives his life reading a Black Book for Hermaeus Mora. Fanari bids her old friend farewell and assures him that Frea will guide the Skaal well.
Personality & relationships
Fanari is calm, devout and proud of her people’s way of life. She explains that the Skaal are Nords whose path split from their mainland cousins long ago; they live in balance with the land and revere the All-Maker rather than the Empire’s Nine Divines. She admits the All-Maker is hard to explain to outsiders, comparing life to a river that always returns to the sea.
She is less worried than Deor Woodcutter about missing villagers, joking that he tends to send people on wild fox chases. According to the game data, Tharstan is her husband.
Good to know
Don’t mix her up with Fanar Fork-Beard, a different Skaal character.
