Breaching Security is the next step in the plot against the Emperor. Gabriella, a Dunmer assassin of the Sanctuary, explains the plan: kill Gaius Maro, son of the Penitus Oculatus commander, and make it look like he was plotting against the Emperor himself.

Walkthrough

Steal Gaius Maro’s travel schedule from the Dragon Bridge outpost if you want to know his route, then catch him on the road between the cities. Kill him and plant the incriminating letter on his body. Report back to Gabriella.
