Captain Valmir is a High Elf working for the Thalmor who pretends to be an officer of whichever side of the civil war you are friendly with. He camps alone outside Forelhost, the old Dragon Cult stronghold in the Rift, and he wants what lies at its heart: the Dragon Priest mask Rahgot.
Where to find them
He waits at his camp outside Forelhost. His disguise matches your politics: Stormcloak officer gear if you lean Stormcloak, Imperial armour if you lean Legion, and if you have not joined either side it depends on who you escaped Helgen with.
Quests
Valmir gives Siege on the Dragon Cult. He claims the General sent him to recover a powerful weapon for the war effort, and asks you to retrieve the mask from Forelhost, with an optional request for Skorm Snow-Strider’s journal, which he believes shows how to get into the sealed sections. Bring the journal back and he grumbles that you could have read it yourself, then works out that the well is the way in.
When you come out with the mask, Valmir is busy trying to talk a soldier of the opposing faction into going in for it – now wearing that faction’s colours. He spots you, stammers, and attacks. The orders on his body confirm the con, and notes found in Labyrinthian suggest he was collecting masks for an employer who was already dead.
Personality & relationships
Valmir is a terrible liar. Point out that General Tullius or Ulfric Stormcloak never mentioned him and he mumbles that spies are everywhere. He is also far too “important to the war effort” to set foot inside himself, even though he happily lectures you on Forelhost’s history and the Dragon Cult.
Good to know
He tells you to come back once you have “the staff”, although the goal is a mask. He still treats you as a subordinate even after you have won the civil war, and after the quest some hired thugs may show up carrying orders from him.
