The Healer potions amplify Restoration magic. For one minute, every Restoration spell you cast is stronger, so healing spells mend more and wards hold up better. They are a natural fit for battle mages and support builds that keep themselves alive with spells instead of drinking a healing potion after every blow.

Where to find them
Like most stock potions in Skyrim, these are leveled: the stronger versions turn up more often as the Dragonborn gains levels. They can be bought from merchants who deal in potions, found as loot in dungeons and on enemies, or simply made at an alchemy lab.
Brewing your own
Using the Alchemy skill, combine two or more of these ingredients to get the effect: Abecean Longfin, Cyrodilic Spadetail, Salt Pile, Small Antlers, Small Pearl. Any two ingredients that share an effect will combine into a potion at an alchemy lab. If you are unsure what an ingredient does, eating one reveals one of its hidden effects, and the Experimenter perk reveals more per bite, so you can later pick the effect straight from the lab menu instead of guessing.
Yellow Mountain Flower is worth looking for: mixing it with any of the ingredients above produces a noticeably stronger Fortify Restoration potion, roughly as potent as the Fortify Destruction or Fortify Conjuration potions you can brew.
Tips
Drink the potion first and then start casting, since only spells cast during the 60 seconds benefit. Healers who lean on Restoration for survival get the most value from the stronger tiers.
