Ilas-Tei was an Argonian apprentice at the College of Winterhold and one of the students who disappeared from the school. Like the others, you only ever meet him after the fact.
Where to find them
His body lies at the base of a Talos statue at the spot known as Ilas-Tei’s Last Stand. Two Scrolls of Calm and a Scroll of Fury are nearby – the Fury scroll right beside him, one Calm scroll on a crate. Given what he was practising, that placement is either very sad or very funny.
Quests
He is part of the broken quest The Missing Apprentices. Phinis Gestor recalls that Ilas-Tei was studying Illusion, struggling with calm spells and only ever practising on skeevers. Picking up his ring from the body ends the quest.
Personality & relationships
All we really know is that he was dedicated, if not very successful. Calming skeevers is about as low-stakes as Illusion training gets, and it still went wrong. He shares his fate with fellow missing students Borvir, Rundi and Yisra.
