General Tullius is a general of the Imperial Legion and the military governor of Skyrim. An Imperial from Cyrodiil, he was sent north to crush the Stormcloak rebellion, and he runs the war from Castle Dour in Solitude.
Helgen
Tullius is the one who finally captures Ulfric Stormcloak, and he is present at Helgen in Unbound to see the execution through – until Alduin interrupts. His words to Ulfric make his view of the war very clear: a hero, he says, does not use the Voice to murder his king.
Personality
Tullius is a practical, no-nonsense soldier. He is not especially fond of Skyrim – the cold, the politics or the Nords’ love of mead and tradition – but he is determined to hold the Empire together. He has little patience for the Thalmor, even though the Empire is bound by its treaty with them.
The civil war
If you join the Imperial Legion, Tullius becomes your commander. If you side with the Stormcloaks, the war ends with an assault on Castle Dour itself. He is essential until the Battle for Solitude. He also attends the peace council at High Hrothgar in Season Unending.
