Legate Quentin Cipius is an Imperial officer of the Imperial Legion who leads the Empire’s forces in Whiterun Hold during the civil war. He is calm, clipped and efficient – the kind of commander who tells a panicking soldier to breathe first and report second. He is essential, so he survives the war no matter how it ends.
Where to find them
Before the fight for Whiterun begins, he can be found on the plains east of Rorikstead near some ruins. While no side has won, or if the Stormcloaks take the hold, he is at the Whiterun Imperial Camp. Once Message to Whiterun is done for the Legion and Whiterun stays Imperial, he moves into Dragonsreach.
Quests
He takes centre stage in the Battle for Whiterun. Beforehand he briefs Balgruuf the Greater that the Stormcloaks have fire-loaded catapults and that water brigades are already organised – earning a grudging compliment on Imperial efficiency. During the assault he fights with a bow at the head of a squad of legionaries, then walks back up to Dragonsreach once it is over.
Personality & relationships
Cipius and Balgruuf have a prickly working relationship: when the jarl jabs at the “milk drinkers”, the Legate dryly offers to take his men and leave, and Balgruuf quickly backs down. His long-suffering scout, who tries three times to report that the enemy is on the move, gets an earful for not saying so sooner.
