Razelan is a Redguard businessman with the East Empire Company: imports and exports by trade, observer of human nature as a hobby, and a reliable party disaster in his spare time. He never misses one of Elenwen’s receptions at the Thalmor Embassy in Haafingar, even though his behaviour there has made him something of a legend.
Where to find them
He arrives at the embassy at the same time as you during Diplomatic Immunity, greeting you outside, grumbling about getting lost on the way up the mountain and suggesting you share a carriage home. Inside, he drifts around the party in desperate search of a drink.
Quests
Razelan is the easiest distraction in Diplomatic Immunity. Elenwen has had the staff cut him off after one too many past incidents, so bring him a goblet of Colovian Brandy and he declares you his one true friend. Ask him to cause a scene, a task he calls something of a specialty, and he stands up to toast Elenwen as everyone’s mistress, figuratively of course, with a punchline that has the guards sitting him back down. That is your cue to slip into the kitchen with Malborn, where your gear is stashed. Miss the window and another brandy buys an encore.
Even if you pick a different distraction, most of the alternatives involve accusing Razelan of something, and he protests that he is completely innocent this time. Elenwen usually tries to have him thrown out, but the accuser tends to back down. He also belongs to the group of drunks who will gladly accept a drink as a small favour.
Personality & relationships
Loud, witty and not remotely subtle, Razelan writes off the other guests as penny-pinchers and lick-spittles. He has little love for the Thalmor, but admits that doing business in Tamriel these days means cosying up to them whether you like it or not. Maven Black-Briar describes him as a high-ranking member of the company. Even as the guards haul him back to his seat, he gets in one last dig about not wanting to annoy their Thalmor overlords, then calls for another drink.
